When is the best time to plant a flower garden?

I haven’t decided what type of flowers, so that’s open for suggestions.

I’m not sure if location is a big thing, but I live in Virginia.

I live in western oregon. This is my first year having a garden. when is the best time to plant a garden for where i live. What fruits and veggies grow the best and which ones dont.
